Job Description

Position Summary: 

Coordinates and manages multiple capital projects assigned to meet the requirements of cost, schedule and scope at the Westlake Chemical plant in the Geismar, La. area.  Develops and/or updates engineering procedures in order to ensure optimum Engineering support for plant facilities.

The Sr. Electrical Engineer provides electrical engineering support to production, maintenance, project and technical departments/groups to maintain and improve (when feasible) the reliability of the electrical system and to resolve repetitive electrical-related problems.

Comply with all Company policies and procedures. Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams.

Duties and Responsibilities:

Develop specifications and designs for new electrical power systems or modification of existing electrical power systems.

Evaluate and initiate electrical system reliability projects to improve site electrical reliability.  Submit major capital reliability projects for budget with proper justification.

Review electrical system coordination studies, and protective device settings to ensure that they are providing sufficient equipment protection and selectivity and that they are properly documented.

Review electrical system inspection/maintenance reports and initiate, or verify initiation of, corrective action to resolve problems discovered.  Track resolution of outstanding issues to ensure they are completed in a timely manner.

Evaluate current preventative/predictive maintenance program to identify areas of improvement and implement changes as necessary.

Investigate electrical equipment failures as necessary to determine root cause and recommend appropriate solutions to reduce reoccurrence of, or eliminate (if possible) the cause of failure.

Initiates procurement of materials and communicates with Purchasing, vendors and stores to control expediting and receiving of material

Prepares work descriptions and specifications; issues requisitions for Purchasing to collect bids.  Reviews and provides recommendation on engineering bid comparisons and submits for approval.

Coordinates field installation, inspects and accepts work. Prepares contractors information list and reviews it periodically to check the performance of each contractor.

Develops the general plan for a project, prepares a budget estimate and obtains approval for the plan Prepares project status, construction progress, forecast and cost reports on a monthly basis.

Provides technical assistance to the site for the fire, electrical distribution system, electrical equipment, generators, rectifiers, plant radio system, etc.

Works with the Project group to ensure all electrical designs are in compliance with the national and local codes and accepted industry recommended practices such as the National Electric Code, NFPA, API, and IEEE.

Assists the maintenance group in developing the electrical system maintenance work scopes for major unit shutdowns.

Provides technical assistance in electrical safety issues.

Interfaces with Electrical Power Provider on operation, reliability, maintenance, and billing issues.

Mentors junior electrical engineers and electricians to maintain safety, reliability, and optimization of electrical use in the plant.

Maintains technical expertise and keep abreast of electrical technology/design changes as they apply to potential plant equipment/production improvements. Initiate, coordinate, and review annual cathodic protection system surveys for underground pipelines.  Review bi-monthly rectifier readings.

Performs duties in a manner that protects personal safety as well as the safety of all personnel on site. Whenever appropriate, promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected.  Attend Monthly Safety Meetings to help prevent off site and job accidents.

Education and Experience:

B.S. Degree in Electrical Engineering or equivalent progressive electrical engineering experience.

Five years of experience in a refinery, chemical or petrochemical plant performing electrical engineering responsibilities.

Excellent analytical and problem solving skills.

Solid background in low voltage, medium voltage, and high voltage motor control, switchgear, and electrical distribution system design, operation, and maintenance.

Working knowledge of the National Electrical Code and other electrical codes and standards such as NFPA and IEEE.

Working knowledge of SKM Power Tools program to develop and maintain the model of the site electrical distribution system as well as perform load flow, short circuit, and arc flash studies.
