Job Description

SUMMARY

This position will be located for extended periods of time at the facility conducting the capital project. The Project Buyer is responsible for the procurement of equipment, materials and services in support of Westlake’s facility capital projects.

 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Leverage project purchases to achieve lowest total cost by utilizing existing sourcing agreements and establishing project specific commercial contracts for the purchase of goods and services
  • Prepares RFQ’s, manages quotation processes, prepares and evaluates commercial bid comparisons from quotations.
  • Facilitates the bid review process with the project team and executes purchase orders in support of the team decision.
  • Initiates and manages the processing of purchasing documents supporting capital projects expenditures within the Company’s ERP system.  Controls and manages purchasing activities with external suppliers.
  • Expedites orders that are critical to the schedule and execution of the project and those orders that are behind schedule.
  • Manages the logistics and delivery process with the external supply base.
  • Assists Accounting in resolving purchase/billing discrepancies
  • Assures that purchases and purchasing practices comply with internal policy and procedure as well as external regulatory requirements when applicable.
  • Recognizes market trends and capitalizes on advantageous buying situations.
  • The position will be required to collocate with the project team at the manufacturing facility conducting the capital project, primarily in the Gulf Coast area. 

QUALIFICATION & SKILL REQUIREMENTS:

  • B.S. / B.A. in Business related or Engineering field with a minimum of five years of purchasing experience. 
  • Effective communication skills, strong business background involving realistic expectations and cost controls.
  • Must be able to travel  up to 90% of the time.  Most travel is within the Gulf Coast region.

SUPERVISORY RESPONSIBILITIES:

No direct, however requires the ability to motivate and lead non-reports in the purchasing function as well as non-purchasing functions. 

PHYSICAL DEMANDS: 

While performing the duties of this job, the employee is regularly required to sit.  The employee frequently is required to stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Incumbent may be required to travel via auto or airline on a limited basis.

WORK ENVIRONMENT: 

The noise level in the work environment is usually moderate in the office.  Will be exposed to manufacturing environments on a limited basis.
