Summary

Provides the Engineering design, controls procurement, and coordinates construction of expense and capital projects assigned to meet the requirements of cost, schedule and scope.

Gives problem-solving consultation as requested, assists in the development of less experienced Engineering personnel and develops Engineering procedures in order to ensure optimum Engineering support for plant facilities.  Participates in the application of new technology and materials to existing processes, so as to increase overall production and/or maintenance efficiency while maximizing the HSE features to minimize any unnecessary risk to either personnel or plant assets.



Responsibilities

  • Develops the general plan for a project, prepares a budget estimate, and obtains approval for the plan.
  • Provides a detailed mechanical/electrical/instrumentation design in accordance with good Engineering and safety practices, meeting all governmental regulation, plant specifications, applicable codes and underwriter requirements.  Designs instrumentation systems and associated equipment, makes inquiries on and selects equipment.  Coordinates the activities of consulting firms when necessary.
  • Initiates procurement of materials ensuring the DOA requirement of multiple bids or an explanation why a sole source vendor is required and communicates with Purchasing, vendors and stores to control expediting and receiving of material.
  • Directs both inside and outside designers as required; checks and approves all drawings and submits for approval to both the operation and maintenance customers and management as necessary.
  • Prepares project descriptions and specifications with the assistance of outside contractors as necessary; ensures that competitive bids comparisons are received and evaluated and then issues or approves requisitions for purchasing to obtain needed equipment on time to meet job requirements.  Reviews and gives comments on Engineering Bid Comparisons on large jobs and submits for Management approval.
  • Coordinates field installation with operation, maintenance and field construction personnel to ensure safe efficient job executions in both construction and startup commission, inspecting and accepting final field installation. This includes making sure needed spare parts list of major equipment is provided as early as possible to maintenance and operation so that the critical spares can be set up in the warehouse. Prepares contractors information list and reviews it periodically to check the performance of each contractor.
  • Prepares project status and construction progress and cost reports on a weekly, monthly and annual basis as needed to keep all customers and management informed of status.
  • Collects and distributes Engineering data and instructions for each specific project, communicates with Maintenance and Production to acquire design feedback from experience on previously installed equipment and material.
  • Assists in the development of other Engineering personnel, recommends seminars and other technical training programs that might aid in the development of his (her) own individual skills along with other plant Engineers, along with consulting and providing guidance for less experienced Engineers.
  • Consults with other Engineering personnel and vendors and reviews trade journals and other professional publications in order to stay informed on materials, equipment and design methods.
  • Contributes to creating and maintaining a favorable plant image by encouraging positive relations with employees and the community, encouraging maximum safety efforts by employees, and maintaining ethical practices and relationships within the plant.
  • Performs special projects as assigned; i.e., obtaining regulatory information, sharing information on common industrial topics with local industry, provides information to underwriters on testing requirements and procedures, enlisting consulting services and other coordination activities as required to assure effective Engineering service.
  • Provide required engineering services and technical knowledge for the application of new or different processes, equipment, and materials to existing production units to improve production rates, quality, lower production cost, or to improve equipment reliability.
  • Perform duties in a manner that protects personal safety as well as the safety of all personnel on site. Whenever appropriate; promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected.  Attend Monthly Safety Meetings to help prevent off site and job accidents.



Required Qualifications

  • B.S. Degree in Electrical and/or Controls Engineering or equivalent progressive Engineering experience
  • Minimum of eight years of experience in a refinery, chemical or petrochemical plant performing Engineering design/Maintenance responsibilities.
